U.S., India meet to get ties back on track after dispute

Deputy Secretary of State William Burns hosted a "productive" lunch meeting with Indian Ambassador S. Jaishankar and both sides affirmed the importance of the U.S.-India strategic partnership and "discussed initial preparations for a range of upcoming bilateral meetings and exchanges," a statement from the U.S. State Department said. The two officials also discussed matters raised by India's Foreign Ministry during the dispute, including alleged issues with the American Embassy School, the statement said. Burns said Washington took the concerns "very seriously and will continue to address them via appropriate diplomatic channels." The statement said both Burns and Jaishankar "affirmed our shared commitment to continue joint U.S.-India work on issues such as clean energy and climate change, defense, economic and trade engagement, counterterrorism, and civil nuclear development." On Saturday, India blamed the United States for what it called a "mini crisis" over the arrest and strip search of its deputy consul general in New York last month and said more work was needed to repair ties.

The clock is no doomsday device — rather, it's a visual metaphor for the danger of a "civilization-threatening technological catastrophe." Every year, the board analyzes international threats, particularly nuclear arsenals and climate change, and decides where the minute hand on the Doomsday Clock should rest. The Doomsday Clock is the invention of the Bulletin of Atomic Scientists, a publication started by some of the researchers who worked on the atomic bomb. The wife of one of these researchers, Martyl Langsdorf, was a painter.

Japan signs carbon offset deal with Palau

(Reuters) - Japan has signed an agreement with Palau to allow Japanese companies to earn carbon credits by helping the small Pacific island cut greenhouse gas emissions, the Japanese government said on Monday. Under the deal, both nations will set up a joint committee of representatives to operate a bilateral offset crediting mechanism, known as the Joint Crediting Mechanism, Tokyo said in a statement. Japan has already has nine such bilateral agreements, aiming to bypass the lengthy screening process of the United Nations' Clean Development Mechanism, the world's main carbon offsetting scheme. Palau is among the small island nations in the Pacific that have been threatened by rising sea levels and are considered to be most at threat from the consequences of global warming.
