Asiana victim who was run over may have been visible, videos suggest

"Today we learned that a new video of our son, U.S. Army Sgt. Bowe Bergdahl, has been distributed by his captors," Bergdahl's family said in a statement relayed by the Idaho National Guard. Bergdahl was stationed in Paktika province in eastern Afghanistan when he disappeared under unclear circumstances on June 30, 2009, about two months after arriving in Afghanistan. U.S. officials said Bergdahl appeared to be in 'declining health,' but not gravely ill, in the video, which U.S. officials believe was recorded within the last month.

The 359-67 vote, reflecting strong bipartisan support in the Republican-controlled chamber, sends the measure to the Democratic-controlled U.S. Senate for approval by Saturday. The Senate gave itself three more days to consider the measure by approving an extension of current funding that was due to expire at midnight on Wednesday. The massive "omnibus" spending bill, which funds programs from missile systems to Amtrak rail services, passed with strong majorities of both House Republicans and Democrats.

A general view of the U.S. Supreme Court in WashingtonBy David Ingram WASHINGTON (Reuters) - A judge on Wednesday upheld subsidies at the heart of President Barack Obama's healthcare overhaul, rejecting one of the main legal challenges to the policy by conservatives opposed to an expansion of the federal government. A ruling in favor of a lawsuit brought by individuals and businesses in Texas, Kansas, Missouri, Tennessee, West Virginia and Virginia would have crippled the implementation of the law by making health insurance unaffordable for many people. In his ruling, U.S. District Judge Paul Friedman in Washington D.C. wrote that Congress clearly intended to make the subsidies available nationwide under the 2010 Patient Protection and Affordable Care Act. In 2012 the U.S. Supreme Court upheld a requirement of the law, commonly called Obamacare, that most Americans buy health insurance or pay a tax penalty.

Washington, D.C., panel approves decriminalizing marijuana

By Lacey Johnson WASHINGTON (Reuters) - The District of Columbia stepped closer to decriminalizing marijuana on Wednesday when a city council panel approved a measure that would make smoking a joint in the U.S. capital a violation comparable to a parking ticket. Approved unanimously by the city council's public safety committee, the bill reduces penalties for possessing less than an ounce (28 grams) of marijuana to a fine as little as $25. Eight times more blacks than non-blacks in Washington are arrested for pot possession, and committee Chairman Tommy Wells said the measure's goal was fairness and reducing law enforcement costs. If the full council passes the measure, Washington would join 15 U.S. states and a handful of cities that have decriminalized marijuana use.

US prevented South Korea air strike on North, says Robert Gates

South Korea declined to comment Wednesday on revelations that the United States talked it down from launching a retaliatory air strike on North Korea in 2010. The claims were made in the newly published memoir of former US defense secretary Robert Gates, in which he also describes former South Korean president Roh Moo-Hyun as "probably a little bit crazy". The 2010 incident followed the North's surprise shelling of a South Korean border island in November of that year. The attack triggered what Gates labelled a "very dangerous crisis", with the South Korean government of then-president Lee Myung-Bak initially insisting on a robust military response.

The case, which combines the controversial question of abortion with the always sensitive issue of freedom of speech, takes up a Massachusetts law that forbids anyone to come within 35 feet (10 meters) of women's health clinics where abortions are performed, unless they have business there. Anti-abortion advocates have set up long-running protests outside many such clinics, some brandishing pictures of aborted fetuses, some handing out informational pamphlets and some suggesting alternatives to abortions to women arriving at the clinic. Two doctors who provided abortions were killed in 1994 in Massachusetts.
