If you were to pick a one-word description of general weather trends for the continental United States in 2013, "mellow" wouldn't be a bad one to choose, if numbers from the National Climatic Data Center (NCDC) are any indication. To be sure, weather conditions throughout the year didn't spare everyone from weather-related disasters. In 2013, "we saw a relatively benign year, especially when compared to the really increased extremes we saw in 2011 and 2012," said Deke Arndt, who heads the NCDC's climate monitoring branch, at a press briefing Wednesday. Even the NCDC's Climate Extremes Index – which yields the percentage of the country affected by extreme weather – fell slightly below its long-term average, according to Jake Crouch, a scientist at the NCDC offices in Asheville, N.C., who, along with colleague Adam Smith, compiles these monthly and annual reports.

The poems came to Gregory Johnson, a 20-year veteran of the National Oceanic and Atmospheric Administration, as he pored over an executive summary of "Climate Change 2013: The Physical Science Basis," while holed up in his Seattle home on a recent weekend with the flu, he said. "I thought that if I tried distilling these ideas into haiku, maybe that would help fix them in my mind," said Johnson, a lead author on the chapter of the report dealing with the effects of global warming on oceans. "This was not intended for anything but my own personal consumption." After penning the poems and painting watercolors accompanying each of them, Johnson, heartened by feedback from friends and family, agreed to publish them on the website of the Sightline Institute, a Seattle-based environmental policy think-tank.

Christiana Figueres, executive secretary of the UN Framework Convention on Climate Change, told an investors conference at the United Nations that their investment decisions should reflect the latest scientific evidence of dangerous climate change to protect the health and financial savings of ordinary citizens well into the future. "Climate change increasingly poses one of the biggest long-term threats to those investments and the wealth of the global economy," Figueres added.

Deputy Secretary of State William Burns hosted a "productive" lunch meeting with Indian Ambassador S. Jaishankar and both sides affirmed the importance of the U.S.-India strategic partnership and "discussed initial preparations for a range of upcoming bilateral meetings and exchanges," a statement from the U.S. State Department said. The two officials also discussed matters raised by India's Foreign Ministry during the dispute, including alleged issues with the American Embassy School, the statement said. Burns said Washington took the concerns "very seriously and will continue to address them via appropriate diplomatic channels." The statement said both Burns and Jaishankar "affirmed our shared commitment to continue joint U.S.-India work on issues such as clean energy and climate change, defense, economic and trade engagement, counterterrorism, and civil nuclear development." On Saturday, India blamed the United States for what it called a "mini crisis" over the arrest and strip search of its deputy consul general in New York last month and said more work was needed to repair ties.

Danish pension funds invest in climate fund

Danish pension funds and the government will invest in a state fund to finance projects to fight climate change in developing countries, one of the investors said in a statement. PensionDanmark said it had committed 200 million Danish crowns ($37 million) to the fund, while a further 1 billion crowns will come from pension funds PKA and PBU, private investment fund Dansk Vækstkapital, the Investment Fund for Developing Countries and the Danish government. The Danish Climate Investment Fund will run for four years and have an annual return of 12 percent, PensionDanmark said. It will also finance projects which help communities and geographies prepare for the effects of climate change, such as disaster preparation and coastal management.
