Russia's annexation of Ukraine's Crimea region last month has deepened the worst East-West crisis since the Cold War ended two decades ago. The West has imposed sanctions on officials and businessmen believed to be close to President Vladimir Putin. Many of those blacklisted have mocked the sanctions, wearing them as a badge of honor, but they have also rankled Moscow, with officials warning the West was only doing damage to itself.

Emerging information about Army Spc. Ivan Lopez, who killed three people and injured 16, some critically, at Fort Hood on Wednesday, paint a picture of a troubled, perhaps injured soldier who was seeking treatment for mental problems before his transfer two months ago to the Texas Army base. The Iraq war veteran, who drove a truck for his unit, is at the center of an investigation into the third major attack by a service member on his own comrades in five years. When a Fort Hood police officer drew her gun to confront Lopez during a barrage that involved two buildings at the base, he turned his .45 caliber handgun on himself, officials say. Military officials, the FBI, and civilian police are now delving into Lopez's past in search of a possible motive.

The Coming Obamacare Shock for 170 Million Americans

Barack Obama declared victory this week as the deadline to avoid the penalty for the individual mandate to carry health insurance passed on Monday.  "The Affordable Care Act is here to stay," the President insisted as he announced that 7.1 million people had enrolled in private insurance through Obamacare. As Jimmy Fallon pointed out later the same evening, the numbers were neither impressive nor reliable. "It's amazing what you can achieve when you make something mandatory," Fallon told his laughing audience, "fine people if they don't do it — and keep extending the deadline for months."  Polls show that the American public remains as opposed to the ACA as ever, with 55 percent of Quinnipiac respondents disapproving of the law. A new study from the American Health Policy Institute – recently launched by former Bush administration Deputy Secretary of HHS Tevi Troy – shows that large employers expect to face steep compliance costs, starting in the fall.

Tax return deadline nearingNow that the open enrollment period has come to a close, the next challenge for Obamacare lies with the cash-strapped Internal Revenue Service, which is tasked with enforcing a handful of new provisions under the president's healthcare law—including issuing penalties to Americans without health insurance. Though IRS administrator John Koskinen says his agency is ready for Obamacare, he repeated his calls for more IRS funding in order to efficiently carry out the law.  The report stated, "Electronic filing also substantially reduces IRS submission processing costs, resulting in productivity savings that are typically reinvested into other IRS programs that provide additional services to taxpayers." Under the new health law, the IRS is responsible for enforcing 45 new provisions including issuing penalties to Americans who are without health coverage after the open enrollment deadline, which ended on March 31.

(Reuters) - A Delta Air Lines Inc flight made an emergency landing at a New York airport on Wednesday after a cockpit indicator signaled a hydraulic system problem, and the aircraft later rolled into a grassy area, an airline official said. Flight 886, which was carrying 118 passengers and five crew from an Atlanta airport to New York's LaGuardia Airport, was diverted to John F. Kennedy International Airport (JFK) because it has longer runways, Delta spokeswoman Leslie Scott said.

By Scott Malone BOSTON (Reuters) - The massive manhunt for the perpetrators of last year's Boston Marathon bomb attack exposed some "fault lines" in coordinating law enforcement at the federal, state and local levels, according to a study released on Thursday. Emergency responders racing to a crime scene without waiting for orders might save lives by tending to the wounded, but during the chaotic chase to catch the suspects a few days later, they also risked being shot by police, the Harvard University report found. The hairiest events after the bombing, which killed three people and injured 264, began three days later when the two ethnic Chechen brothers accused of planting the pressure-cooker bombs at the finish line, shot and killed a university police officer in a failed attempt to steal his gun and flee the city. The shooting prompted hundreds of local police, as well as law enforcement officials who had traveled from other towns to help with the investigation, to race to Watertown, Massachusetts, where the suspects traded shots with police.

The software company came under fire for appointing Eich as CEO last month. In 2008, he gave money to oppose the legalization of gay marriage in California, a hot-button issue especially at a company that boasts about its policy of inclusiveness and diversity. "We didn't act like you'd expect Mozilla to act," wrote Mozilla Executive Chairwoman Mitchell Baker in a blog post.
