Yatsenuik heads a pro-Western government that took power in the former Soviet republic when its Moscow-backed president, Viktor Yanukovich, was ousted last week. Putin secured permission from his parliament on Saturday to use military force to protect Russian citizens in Ukraine and told U.S. President Barack Obama he had the right to defend Russian interests and nationals, spurning Western pleas not to intervene. Russian forces have already bloodlessly seized Crimea, an isolated Black Sea peninsula where Moscow has a naval base.

North Korea fires two short-range missiles into sea: Seoul

North Korea fired two short-range missiles on Monday into the sea off the east coast of the Korean peninsula, South Korea's defense ministry said, days after launching similar rockets last week. South Korea's Yonhap news agency said the missiles likely flew about 500 km (300 miles) after being launched off the North's east coast, adding they were believed to be Scud-C models. South Korea's defense ministry has said the Scuds are normally fired using mobile launch pads which can be activated with minimal preparation. The distance would mean the weapon can hit targets in South Korea and Japan.

Dressed in a tuxedo, returning host Ellen DeGeneres opened the 86th annual Academy Awards taking friendly jabs at nominees, from Jennifer Lawrence for her tripping on the stage last year to Leto. Leto, who returned to acting after a six-year break with the portrayal of Rayon in the low-budget AIDS drama, thanked his mother and honored victims of AIDS.

The National Weather Service predicted the storm will bring up to 9 inches of snow to the Washington area. Votes scheduled for Monday in the U.S. House of Representatives and Senate were postponed, and District of Columbia Public Schools have canceled classes. The storm "is going to be a real mess," said Bruce Sullivan, a senior meteorologist with the National Weather Service in Silver Spring, Maryland.

Obama to campaign for minimum wage hike despite opposition

Obama will appear on Wednesday in New Bristol, Connecticut alongside four New England governors to make the case, the White House said. The president wants to increase the minimum wage to $10.10 an hour from $7.25, where it has been since 2009. The president will make the pitch a day after presenting his federal government budget proposal for fiscal year 2015.

John Short was picked up at Beijing airport by an Australian embassy vehicle and did not speak, according to Reuters Television journalists at the airport. He was accused by Pyongyang of committing a crime by distributing tracts from the bible at a Buddhist temple in Pyongyang on Kim Jong Il's birthday, a national holiday in North Korea to mark the ruling dynasty's second leader. "I deeply apologize for what I have done by spreading my Bible tracts on February 16th the birthday of his Excellency Kim Jong Il," Short said in the confession released by KCNA and dated March 1.

Twin bomb blasts in the city of Maiduguri killed at least 46 people on Saturday evening while, around 50 km (30 miles) away, dozens of gunmen were razing a farming village, shooting dead another 39. The attacks will heap pressure on Jonathan, whose intensified military push to end the Islamist sect Boko Haram's four-and-a-half-year-old insurgency has been running for almost a year. While the bloodshed has not diminished, the army had at least had some success in confining it to remote rural areas in recent months, so that the attack on a densely populated market area in Maiduguri will be seen as a setback.

An employee at Banamex has been questioned by Mexican police after being suspected by the bank of involvement in the loan scheme, another source familiar with the police investigation said. Citigroup said on Friday it had found $400 million in bad Banamex loans and was reducing its full year profit by $235 million to $13.67 billion, after the bank had first reported its 2013 earnings more than one month ago.

International pressure is growing on Sri Lanka's government to address allegations that tens of thousands of civilians were killed by the army in the final weeks of the war. The United States plans to put forward a resolution criticizing Sri Lanka at this month's session of the U.N. Human Rights Council, and U.S. officials have said it may call for an international investigation. Sri Lanka disputes the figure and the conclusion.

The target of the attack, Mullah Tamanchey, directed a deadly assault against a convoy carrying a polio vaccination team and security forces on Saturday in which 12 people were killed, the military said. Hours after the attack on the convoy, the Taliban had said they would observe a one-month ceasefire to try to revive peace talks that failed last month. It also called on other militant groups to observe the ceasefire.

Wisconsin Republican lawmakers seek to remove majority leader

The Republican caucus in the Assembly will vote on Tuesday on whether to oust Kramer, according to a statement released by Assembly Speaker Robin Vos to Wispolitics.com. The paper said another woman accused him of harassing her on the airplane flight back to Wisconsin on Thursday. Kramer's office said on Saturday he entered a treatment facility and that there would be no other comment on the matter, according to a statement on Wispolitics.com As majority leader, Kramer leads the day-to-day activities on the Assembly floor.

But he is limited in his ability to offer bold new initiatives because of a budget accord he reached in 2011 with House of Representatives Republicans that puts strict curbs on both domestic and military spending. An agreement reached in December between congressional Republicans and Obama's Democrats allowed a slight easing of curbs on spending in the current 2014 fiscal year, but outlays will be essentially flat in fiscal 2015, which begins October 1.

Many Libyans blamed the GNC and the government for the chaos that persists three years after Muammar Gaddafi's overthrow. A security official named the Frenchman killed in Benghazi as Patrice Real, who worked for a company upgrading a large hospital.

"We're not going to bow to the intimidation," said Shirley Yam, vice-chairwoman of the Hong Kong Journalists' Association, one of the organizers of the protest.

The protesters, seeking to unseat Prime Minister Yingluck Shinawatra, gathered in central Lumpini Park, where hundreds already sleep in tents alongside boating lakes and under trees, after protest leader Suthep Thaugsuban said they would abandon other sites in the city. Another protest site was dismantled, with stages, huge screens, giant speakers and amplifiers, tents, stalls and mobile toilets cleared away overnight, but the elevated highway along the south side of Lumpini Park was still blocked by tires and sandbags.

Elbit Systems wins homeland security contract

Known as the Integrated Fixed Tower contract, it includes a base period quantity and options that CBP may exercise over several years. Currently, CBP awarded the base period quantity for a portion of the $145 million total contract amount, to be implemented over one year, Elbit said on Sunday. "Arizonans have been waiting more than a decade for the Department of Homeland Security to place the needed technology along our border to support the Border Patrol and fully secure our southern border," U.S. Senator John McCain of Arizona said in a separate statement.
