LIMA, Peru (AP) — Peru's government says that once Dutch citizen Joran van der Sloot completes his murder conviction in 2038, he will be extradited to the United States to face trial on charges he extorted and defrauded the mother of a young American woman for whose disappearance he is the chief suspect.

Dutch national Joran Van der Sloot during his preliminary hearing at the Lurigancho prison in Lima on January 6, 2012Peru confirmed Sunday it will extradite Dutch convicted killer Joran Van der Sloot, serving a 28-year sentence here for murdering a young Peruvian woman, to the United States in 2038. Lima had said earlier the Dutchman would be extradited to the United States, but only after he serves his sentence in Peru first. Van der Sloot, 26, pleaded guilty and was handed down his sentence in January 2012 for the "cruel and savage" murder of 21-year-old Peruvian Stephany Flores on May 30, 2010. In 2012, Peru's top court agreed to allow Van der Sloot's extradition to the United States, where he is the prime suspect in the 2005 disappearance of 18-year-old US college student Natalee Holloway on the Caribbean island of Aruba.

(AP) — A pre-St. Patrick's Day celebration near the flagship campus of the University of Massachusetts spiraled out of control, pitting police in riot gear against thousands of drunken and unruly revelers at the annual "Blarney Blowout." More than 70 people were arrested and four officers were injured in the clashes.

Part of a package of legal reforms, the move signals a willingness by Xi's government to reform its court system as long as it doesn't threaten the party's overall control. China's highest court, the Supreme People's Court, will deliver its work report to parliament on Monday, which could detail some of these reforms. NO CONFERRING Chen Guangzhong, who took part in discussions with officials on reforming the criminal law system after the 18th Party Congress in November 2012, said he has seen an internal document saying "there can be no coordination allowed on cases".
