Congress Just Undid The One Good Thing It's Done On Climate ChangeWASHINGTON -– Congress approved changes to the federal flood insurance program in June 2012 that lawmakers said then would fix the program's problems and make it more financially stable. The bipartisan reforms phased out subsidies for high-risk coastal properties, which onlookers concerned about climate change said was key to discouraging unsustainable coastal development. APTOPIX Winter Weather WashingtonThe unusually grim winter in the US northeast showed no sign of relenting Monday, after Washington DC and nearby states were blanketed by some of the heaviest snows of the season. The brutal winter is wreaking havoc with preparations for traditional warm weather rituals like the start of baseball season later this month and Washington's cherry blossom festival. The National Weather Service said for instance that the western town of Billings, Montana this year received the second-largest amount of snow since it began keeping records more than a century ago.
