"(We) will not rule out a new form of a nuclear test aimed at strengthening our nuclear deterrence," Pyongyang's foreign ministry said in a statement carried by the North's state-run KCNA news agency. Pyongyang slammed the UN criticism as "unacceptable", defending the launch as a "self-defensive" act in protest against ongoing Seoul-Washington joint military drills being held in South Korea.

But as the White House and its allies declare victory, major hurdles remain. And it will take years to determine whether the law will accomplish its mission of creating stable insurance markets that can help a significant number of America's nearly 50 million uninsured gain health coverage, experts say. Republicans are counting on that uncertainty to play into their strategy for the midterm congressional elections in November.

"In any case, there won't be any deal without Israel knowing clearly what it will get in exchange," Netanyahu said.

US Secretary of State John Kerry and his Russian counterpart on Sunday huddled once again for tough talks trying to resolve the Ukraine crisis, as Moscow urged Kiev to become a neutral, federal state. The latest bid to resolve the worst East-West standoff in the post-Cold War era comes after Russian leader Vladimir Putin unexpectedly called US President Barack Obama on Friday asking to pursue a diplomatic solution. Washington and its allies have imposed a slew of stinging sanctions on Moscow after it annexed Crimea and massed thousands of troops on the borders of eastern Ukraine. The two men met in the lavish residence of the Russian ambassador to France seeking to hammer out a plan to end the crisis sparked after the pro-Kremlin regime in Kiev fell in February.
