Leto, 42, won over both critics and audiences with his portrayal of Rayon in the 1980s era AIDS drama, and was seen as favorite for the supporting actor Oscar. He beat out Bradley Cooper, Barkhad Abdi, Jonah Hill and Michael Fassbender. But it was Leto's return to film in "Dallas Buyers Club" that piqued the interest of audiences, especially as the actor documented a weight loss of 30 to 40 lbs (13-18 kg) to transform himself into HIV-positive character Rayon.

But the annual ritual will highlight his policy priorities for the coming year and serve as a Democratic Party manifesto as Democrats seek to draw a contrast with Republicans ahead of congressional elections in November. Obama will outline how he would parcel out $1.014 trillion on government agencies' discretionary programs ranging from the military to national parks. If the president wants to spend more, he'll have to sell Congress on the idea of raising additional revenues.

Kuwait's 84-year old Emir undergoes minor surgery: KUNA

Kuwait's Emir Sheikh Sabah al-Ahmad al-Sabah talks during UNFCCC in DohaKuwait's 84-year-old ruler Sheikh Sabah al-Ahmad al-Sabah has undergone a "successful minor surgery" at a hospital in the United States, state news agency KUNA reported on Sunday. Sheikh Sabah, who has ruled the U.S.-allied Gulf Arab oil exporter since 2006, earned respect in the Middle East for rebuilding ties in the region after Iraq's 1990 invasion of his country. KUNA gave no details on the surgery, but said Sheikh Sabah would remain in hospital for "the normal period of recuperation". Illness at the top of the ruling family left Sheikh Sabah as the de facto policymaker for years before he became emir, chosen as an experienced pair of hands.

Novartis chairman rules out merger with Roche: paper

Asked whether the two companies wanted to stay independent, Joerg Reinhardt, who took over as Novartis chairman in August, told Swiss newspaper SonntagsZeitung: "Absolutely." He said, however, that he'd met outgoing Roche Chairman Franz Humer a few weeks ago and was also exchanging emails with his successor Christoph Franz. Both Roche and Novartis are based in Basel in north-western Switzerland. Asked whether Novartis could sell its stake in Roche that was built up under his predecessor Daniel Vasella, Reinhardt said: "The shares are in good hands with us.
