Jurors imposed the death sentence on 47-year-old Mark Goudeau, known as the Baseline Killer, for the murder spree that terrorized Phoenix-area residents for 13 months beginning that August. Democrat Christine Gregoire of Washington and independent Lincoln Chafee of Rhode Island are asking the DEA to reclassify marijuana as a schedule 2 drug from schedule 1 - where it is listed alongside heroin and ecstasy - which would make it legal for doctors to recommend its use and pharmacists to supply it. ... Qatar to host 2012 UN climate talks

photoDURBAN (Reuters) - The 2012 U.N. climate talks known as the Conference of the Parties, or COP 18, will be hosted in major gas exporter Qatar, U.N. officials said on Tuesday. South Korea will host a ministerial meeting ahead of the conference. The 2011 meeting started this week in the South African city of Durban where negotiators are trying to reach agreement on cutting greenhouse gas emissions to head off what scientists say will be more extreme weather due to climate change.

Vick, who has injured ribs and will miss his third consecutive start on Thursday, will be replaced by Vince Young. The Eagles will also be without leading receiver Jeremy Maclin, who is sidelined with hamstring and shoulder problems. The rand jumped to a session high of 8.0870, its strongest level since November 15, and was up 2.8 percent at 8.1150 by 1830 GMT.
