The arrests are the first reported cases of Egypt's Gulf allies detaining members of the Islamist group on its behalf. Saudi Arabia and Kuwait are among the Gulf nations that have pumped billions of dollars into Egypt since the army ousted Islamist President Mohamed Mursi last July following mass protests against him. Thousands of protesters dressed in black and wearing blue ribbons, symbolizing press freedom, marched in condemnation of the attack this month. Hong Kong, a former British colony that returned to Chinese rule in 1997, is a freewheeling capitalist hub which enjoys a high degree of autonomy and freedom, but Beijing's Communist Party leaders have resisted public pressure for full democracy.
