Neighbors unable to stop Missouri girl's abduction

A body believed to be that of Hailey Owens was found Wednesday at the home owned by Wood, Police Chief Paul Williams said at a news conference. Official confirmation won't occur until after an autopsy, but Police Chief Paul Williams said "we have a high degree of confidence" in the preliminary identification. Times are tough, America, but you can take solace that your children are not enrolled in the hellhole that must be Benjamin Cosor Elementary School, where no fewer than six teachers have hired attorneys and refused to cooperate in a police investigation surrounding the discovery — twice in three months — of heroin and drug paraphernalia in a faculty bathroom. The story is unfolding in rural Fallsburg, N.Y., reports The Record of Middletown. On Feb. 11, an unidentified staffer discovered a heroin baggie in a men's faculty bathroom. Before that, on Dec. 23, someone found heroin and a bunch of heroin needles in the very same bathroom.

Walker's Presidential Aspirations on Shaky GroundBut a raft of emails released by a state appeals court judge Wednesday have Badger State governor Scott Walker facing some of the same questions as his embattled Garden State counterpart, Chris Christie. Even if Walker is not eventually implicated of any wrongdoing, the documents released Wednesday, as well as other information arising from a pair of criminal cases related to his rise from Milwaukee County Executive to Governor of Wisconsin raise some troubling questions about his choice of personnel and his awareness  -- or lack thereof -- of what was going on in his own office. Much has been written and said about Walker as the Republican reformer who successfully beat back labor unions over collective bargaining in a blue state and handily survived a recall election that positioned him for a possible run for president in 2016.  Until now, however, there has been relatively little attention paid – outside Wisconsin – to the criminal conduct of many who surrounded him. The more than 25,000 pages of e-mails released on Wednesday were gathered as part of a now-concluded investigation that led to conviction of Kelly Rindfleisch, a former Walker deputy chief of staff, on charges that she essentially worked as a campaign staffer for a Republican candidate for lieutenant governor while on the clock in Walker's office.

U.S. health insurers brace for new steep Medicare cuts

By Caroline Humer NEW YORK (Reuters) - The U.S. government is expected to announce this week the proposed payment rates for insurer-run Medicare plans in 2015, but industry officials say the anticipated cuts will mean higher co-pays and fewer benefits for seniors. Of the more than 50 million older Americans who receive coverage through Medicare, about 15 million are enrolled in Medicare Advantage plans offered by companies such as UnitedHealth Group Inc, Humana Inc and Aetna Inc. The rest use Medicare fee-for-service programs, in which doctors are reimbursed by the government for patient visits and procedures. Each February, the Centers for Medicare and Medicaid Services proposes reimbursement rates that it agrees to pay insurers for managing the privately run programs. Insurers are bracing for a proposed cut of around 6 to 7 percent when the government makes the information public in an announcement expected on Friday, according to the latest industry and analyst forecasts.

New highly radioactive leak at Japan's Fukushima plant

.By Mari Saito TOKYO (Reuters) - The operator of Japan's Fukushima nuclear plant said on Thursday that 100 metric tons of highly contaminated water had leaked out of a tank, the worst incident since last August, when a series of radioactive water leaks sparked international alarm. Tokyo Electric Power Co told reporters the latest leak was unlikely to have reached the ocean. "We are taking various measures, but we apologize for worrying the public with such a leak," said Masayuki Ono, a spokesman for the utility, also known as Tepco. "Water is unlikely to have reached the ocean as there is no drainage in that tank area." Tepco said water overflowed from a large storage tank at the site late on Wednesday after a valve had remained open by mistake and sent too much contaminated water into a separate holding area.

A man's man, the Texan carved wood for fun and operated heavy construction equipment for a living. So it came as a surprise when the flu quickly claimed the 52-year-old's life in late December. "If you looked at Tim, he always seemed like a big bear," said Randal Allen, his older brother. "You think it takes a lot to bring down a bear, but it doesn't. It takes a little germ. In less than a month, he went from the flu to death."
