U.S. health insurers brace for new steep Medicare cuts Wednesday, Feb 19, 2014 10:05 PM PST By Caroline Humer NEW YORK (Reuters) - The U.S. government is expected to announce this week the proposed payment rates for insurer-run Medicare plans in 2015, but industry officials say the anticipated cuts will mean higher co-pays and fewer benefits for seniors. Of the more than 50 million older Americans who receive coverage through Medicare, about 15 million are enrolled in Medicare Advantage plans offered by companies such as UnitedHealth Group Inc, Humana Inc and Aetna Inc. The rest use Medicare fee-for-service programs, in which doctors are reimbursed by the government for patient visits and procedures. Each February, the Centers for Medicare and Medicaid Services proposes reimbursement rates that it agrees to pay insurers for managing the privately run programs. Insurers are bracing for a proposed cut of around 6 to 7 percent when the government makes the information public in an announcement expected on Friday, according to the latest industry and analyst forecasts. New highly radioactive leak at Japan's Fukushima plant Wednesday, Feb 19, 2014 08:53 PM PST By Mari Saito TOKYO (Reuters) - The operator of Japan's Fukushima nuclear plant said on Thursday that 100 metric tons of highly contaminated water had leaked out of a tank, the worst incident since last August, when a series of radioactive water leaks sparked international alarm. Tokyo Electric Power Co told reporters the latest leak was unlikely to have reached the ocean. "We are taking various measures, but we apologize for worrying the public with such a leak," said Masayuki Ono, a spokesman for the utility, also known as Tepco. "Water is unlikely to have reached the ocean as there is no drainage in that tank area." Tepco said water overflowed from a large storage tank at the site late on Wednesday after a valve had remained open by mistake and sent too much contaminated water into a separate holding area.
