Three killed in mall shooting near US capital

Columbia (United States) (AFP) - Three people died and five others were injured Saturday in a shooting at a popular shopping mall outside the US capital, amid signs the suspect may have intended to kill more. Howard County Police Chief Bill McMahon said the as yet unidentified alleged gunman had "a large amount of ammunition" still on and around him when officers found his corpse in a store alongside the two victims at the Columbia Mall in Maryland. First responders were alerted to the mid-morning gunfire at the mall, a favorite weekend spot for young families about 45 minutes outside downtown Washington, by an emergency police call indicating shots were fired inside the two-story shopping center. Howard County General Hospital said all five injured shooting victims have been treated and released.

Obama to outline new plans for jobless next week

Obama's efforts to help the long-term unemployed are part of an economic strategy he will lay out in his annual State of the Union address on Tuesday and expound upon during a four-state tour, Pfeiffer said in a mass email from the White House. Obama has vowed to address the gap between rich and poor in America, and has said he will do what he can - even without help from a deeply divided Congress that, so far, has shown little willingness to spend money on new programs. A White House official said Obama will announce in his Tuesday speech new executive actions on retirement security and job training to help middle-class workers "expand economic opportunity" - a key theme of the speech.

U.S. retailer Michaels warns of possible payment card breach

By Jim Finkle BOSTON (Reuters) - Michaels Companies Inc, the biggest U.S. arts and crafts retailer, said it is investigating a possible security breach on its payment card network and advised customers to check their financial statements for fraudulent activity. If confirmed, it would mark the second known data breach since 2011 at Michaels, which is preparing to sell shares in an initial public offering. "We are concerned there may have been a data security attack on Michaels that may have affected our customers' payment card information," Michaels Chief Executive Chuck Rubin said in a statement on Saturday.

US marijuana policy edges toward acceptance

Uncle Sam isn't ready to light up just yet, but the Obama administration and at least some Republican governors seem to be edging toward a more accepting attitude toward marijuana use. Or at least they're falling in line with that majority of Americans – 58 percent, according to Gallup – who favor legalization of marijuana. US Attorney General Eric Holder this week said the federal government will issue banking regulations for state-approved marijuana businesses licensed to sell the drug for recreational or medical use. Cannabis is still classified as an illegal narcotic under the federal Controlled Substances Act, which has put Washington at odds with the 21 states and the District of Columbia allowing medical marijuana – California was the first in 1996 – and especially with the two states that have recently approved marijuana for recreational use by adults.

Afghan-US deal falters as Karzai demands Taliban talks

Late last year, Karzai made a surprise decision not to promptly sign the bilateral security agreement (BSA) with the US, despite a "loya jirga" national assembly voting for him to do so. "Afghanistan will absolutely not accept or sign anything under pressure," Karzai told reporters in Kabul on Saturday. The US had earlier pushed for the BSA to be signed by the end of October so that the NATO military coalition could schedule the withdrawal of its troops by the end of this year.

Israelis pessimistic over peace process

Only seven percent said "yes", according to the survey conducted by Shiluv Millward Brown and broadcast on the privately owned Channel 2 television. The deadline of the nine-month framework for US-brokered direct talks between Israel and the Palestinians is the end of April with no visible results, as both sides express seemingly irreconcilable demands. US Secretary of State John Kerry, who has made 11 trips to Israel and the West Bank in his first year in office, is trying to hammer out a framework deal to chart the talks going forward by establishing guidelines on the most contentious issues.
